He was lifelong resident of Greensboro and a member of the First Presbyterian Church and was past president of the Gate City Kiwanis Club. A graduate of the University of Virginia, he was. a veteran of World War II and a senior staff member in research and development at Burlington Industries. He served on the advisory committee of the Radiation Research program at N.C. State University and member of the American Associaton of Textile Chemists and Colorists.

Surviving are widow, Mrs. Nancy Linville Carpenter; sons, John B. Carpenter III of Gastonia, David P. Carpenter of Chapel Hill; parents, Mr. and Mrs.

Hopefuls Trade Verbal Punches BY JACK BETTS Daily News Staff Writer Chief Choice Cited For Nov. 1 Daily News High Point Bureau HIGH POINT-City manager Cyrus L. Brooks will be ready to make a recommendation for a new High Point police chief by Nov. 1, he said Friday. Brooks said he will begin interviewing prospective candidates for the position when he returns from a trip to Toronto, Canada, next week.

Thus, interviews are to begin the week of Oct. 4 in an effort to find a successor to the late Chief Donald Roseman. said he will invite persons to interview, and that after he makes a decision concerning his nominee that this person's name will be submitted to the civil service commission. Both Brooks and city personnel director Randall Spencer will be involved in requesting persons to interview for the post, Brooks said. The city has been without a police since January, with Maj.

Stewart Hartley directing the department as actchief since Chief Roseman's death. Tour Daily News Raleigh Bureau RALEIGH- gubernatorial candidate David Flaherty is going campaigning with President Gerald Ford this morning, only he's going to be campaigning in Louisianna. Flaherty is one of a group of Republican politicians, including North Carolina party chairman Bob Shaw of Greensboro, accompanying the President on his eight-hour, two-stop tour of the Mississippi River by boat. "I think this is an obvious indication that President Ford is going to give a lot of attention to the South in his campaign and I welcome his efforts," Flaherty's headquarters quoted him as saying. David Stephenson, a top Flaherty aide, said it will do the Republican candidate good to campaign with Ford along the river. "It's a good thing for a candidate to be able to associate himself with his presidential candidate," Stephenson said.

"It's a southern trip, and so candidates from across the South would be invited." Shaw and Flaherty will be the only state representatives on the boat. The three co-chairman of the Ford campaign in the state were invited, but they declined. Gov. James Holshouser, who is still in Tokyo on a trade mission, was not invited. Stephenson said Flaherty would be joining the discussions of how the Ford campaign can best help him and itself in North Carolina.

He also said Flaherty would talk to Ford about the possibility of a campaign trip to North Carolina prior to the November general elections. Democrat Hunt got in the first licks, telling supporters at party headquarters on West Market Street, "'We don't have to talk about the things the Republicans have done wrong -the people already Later, Hunt told a receptive audience of the state Public Health Association that Republican nominee Flaherty had cost the state millions of dollars in his handling of a contract with private industry to pay Medicaid claims. Without mentioning Flaherty, the former secretary of Human Resources, by name, Hunt said, "When this experiment was unveiled, we were told it was the greatest thing since ice. Well, it hasn't worked out that way." Rather than Medicaid costs of $405 million over a two-year period as promised by Flaherty, declared Hunt, the costs may soon exceed $300 million each year. "It boiled down to this: Once again, government promised too much and delivered too said Hunt.

Meanwhile Flaherty was telling wellwishers at his North Elm Street headquarters that he was willing to debate Hunt under any terms but charged his opponent with trying to avoid confrontation. He also said that Hunt had been in government most of his life and had not had experience in the "private sector." Said Flaherty, "I'm a businessman and he's a lawyer." In his speech before the public health group, Flaherty defended his record in' handling the Medicaid contract, declaring that "under the lieutenant governor's leadership, Medicaid benefits were increased greatly," which led to the large cost overruns in the Medicaid contract. He also blamed rising welfare rolls for the increase and said that nevertheless, "Our unit costs per client or recipient were down last year while nationally they they were up 13 per cent. We saved North Carolina $22 million." Flaherty characterized Hunt's remarks as "political demagoguery" and said, "I know that in a political campaign a lot of people are going to come before you and tell you things just to try to get your vote." He said the only thing he was "guilty of is negotiating a contract where the state is a winner and a private company came out losing money." Stompin' 76 Promoters Sued F. Mickey Andrews, a Winston-Salem lawyer, filed suit Friday for $2.3 million damages, alleging that promoters of a "blue grass festival" held in Virginia violated their contract with him by absconding with the receipts of ticket sales and leaving the site so messed up he is being sued.

Andrews filed the suit in U.S. Middle District Court at Greensboro against Cactus Productions Inc. of Nevada and four of its officers, Hal Abramson, Bernard Berger, Betty Berger and Donald Berger. Andrews said they represented themselves to him as "professionals" in promoting music festivals. The Winston-Salem lawyer said he and the promoters entered a contract last May 24 to lease land in Carroll County, for a festival to be held in August.

Andrews said he was supposed to receive 5 per cent of the ticket sales receipts. He also said that the contract called for the promoters to remove debris from the land and repair any damage to fences and buildings after the event, and to provide adequate parking space for those attending the festival. Man Arrested For Threatening Agent Of FBI A Carrboro man was arrested and charged Friday with threatening to kill an FBI agent, the agency said. Arrested Friday was John Norman Krause, 32, who was charged with threatening to kill FBI agent Charles S. Miller while he was in the performance of his official duties, said Edgar N. Best, special agent in charge of the FBI in North Carolina. Krause was brought to Greensboro Friday and appeared before U.S.

Conrad, 71, of Rt. 1, Thomasville, died about 2:45 p.m. She was "burning in the yard like a human torch" when her son found her, McCrary said. Deputies said there was no indication of foul play. She was found just outside an outbuilding behind her house, and authorities said she was clutching a matchbook in her hand.

Truck Hits, Kills Gibsonville Man A 26-year-old Gibsonville man died early Friday when he was struck by a pickup truck as he stood or walked on the East Market Street near Holt's Chapel Road, according to Greensboro police.

Officers identified the victim as Benny L. Rankin of 631 Slade Gibsonville. The accident occurred shortly before 7 a.m., and Rankin died later at Moses Cone Hospital. Police said Rankin was hit by a truck driven by 56-year-old John Arnold Kirkman of Rt. 1, Pleasant Garden.

No charges were filed. Rankin was the 13th traffic fatality i in the city this year. Eighteen people died in traffic accidents here in 1975. DOT Approves Airport Grant The U.S. Department of Transportation has approved a $716,540 grant for improvements at the Regional Airport, the office of Rep.

Mrs. Mondale To Visit State This Thursday RALEIGH (AP)-Joan Mondale, wife of the Democratic nominee for vice president, will campaign in the state next week, party officials announced Friday.
